One thing to try is if you have a game that's acting up, manually copy over the game's folder to somewhere, uninstall the game, reinstall the game but instead of downloading completely, close Steam, replace the games folder with the one you backed up, Steam should recognize the files, download any corrupt or missing files, and reinstall the game for you.
